The government of Newfoundland and Labrador is planning to implement tuition fee increases and funding cuts to Memorial University as part of its strategy to reduce the province’s deficit.

This report analyzes the economic impact of that public policy decision on students, prospective students, and on the quality of university education.

The study finds that undergraduate students at Memorial University will be tasked with shouldering the burden of the province’s deficit reduction plan—even though the deficit is on course to turn into a surplus within five years.

With tuition fees to rise, Memorial University is also set to lose its competitive advantage as a low-cost post-secondary destination in Atlantic Canada.
