Making Childcare More Affordable in Manitoba
In this paper, we review Manitoba’s childcare funding, the provincial parent fee model, and the costs paid by parents; assess who is using childcare, as well as the share of family income spent on childcare for families in different income groups (using the Market Basket Measure); and review the effects of different progressive pricing models on parent affordability. We close by offering an argument for why progressive pricing is a good step forward for Manitoba, and will generate economic benefits that will more than offset the investments required.
