This year’s State of the Inner City report takes a ‘big picture’ look at mental health and problematic substance use in Winnipeg’s inner city. Many community-based organizations working in the inner city see problematic substance use and mental health issues as a symptom of a larger social crisis created by political decisions and policy. This year’s report explores the issue ‘4 ways’. Using 2016 census data, the first chapter uncovers the inequality of problematic substance use in the inner city and demonstrates how the Province’s drug strategy will likely exacerbate existing inequalities. Two very different styles of media analysis uncover the language of crisis surrounding drug use; one conducted by criminologists, the other by the MHRN peer working group. Two concluding chapters demonstrate the need for a holistic response to meaningfully address the root causes. Recommendations at both the governmental and community level are presented.
