This study assesses the potential benefits and risks for Canada of tariff removal under the TPP. Through an in-depth review of the quantity and product composition of Canadian trade with TPP countries not already covered by existing free trade agreements, the study sheds further doubt on claims the deal will generate significant trade benefits for Canada. Instead, it finds that the TPP would likely exacerbate Canada’s growing trade deficit with the Asia-Pacific region, impair our ability to boost employment and activity in manufacturing and high-tech sectors, and impede efforts to diversify the Canadian economy beyond its current reliance on resource extraction and primary goods exports.
