Implications for Access and Career Choice for Manitoba Students

Governments in Canada have often turned to investments in higher education to generate hope and opportunity for young people and others seeking better jobs and social mobility. However, the Manitoba government recently decided to significantly increase the permitted annual increase in tuition fees for postsecondary students. This report analyzes the impact of tuition fee levels on post-secondary enrollment and graduate career choice, as well as the association of tuition fee levels with several other variables. The report includes an international review of the literature and finds increasing tuition fees has a negative impact on enrollment for low income students, among other impacts.
